Project Description
LCE Architects were invited to join the Community Solutions Consortium following successful, award winning, work with Morgan Ashurst and Hochtief on the Wigan LIFE Centres PFI project. The brief, to create a sustainable, 21st century library from the existing Grade II* listed buildings on a World Heritage Site in the St George’s Hall Cultural Quarter of the Liverpool City centre, was remarkably challenging for the PFI process. The Team working closely with one of the country’s leading Conservation Architects, Giles Quarme, were successful in being short-listed as one of three with a scheme which was admired by the Client and the Consortium, obtaining the highest scores for the key design elements of the PFI evaluation.

Role and Responsibilities
With the project being run out of the London office, Richard’s role as executive design manager was to liaise with and assist the team there and oversee the project to ensure a seamless continuity for design issues and project management based on experience gained on the Wigan LIFE project. Richard was also responsible for the conception, design and presentation for the Visual Communications Strategy.
